Most fitting thing I've found so far was info about a famous murder that happened that year that brought the law down on the Morello gang: http://www.gangrule.com/events/the-barrel-murder-1903

It's likely if there's some new gang going around with that number then it has to do with the historical significance.

Okay, I think I found it.


There's a legitimate street gang out of San Diego, CA that goes by 1904. Yes I know, not 1903.

19=S
04=D

the numbers are the place in the alphabet for SD, or San Diego.

Raven, perhaps this gang you are explaining is 1903, or SC?
